  • This is the essence of the lecture report of Prof. Shinozaki of Kyushu Univ. prepared for Tama Univ.
  • The report summarizes two decade of IT history mainly in Japan, partly compared with US or others.
  • Too many keywords about IT have been talked and prevailed since middle of 1980s: this report will reminds us chronologically what happened in IT industry in Japan in these years.

>Top 1. Economic analysis of Informatization:

  • (1) Two river heads: "Information Economics" and "Infosocionomics."

    • "Information Economics"
      This study is based on microeconomics viewpoint since 1960s, which is regarded as a traditional economic analysis. Microeconomics mentions if the information is incomplete, market mechanism may show strange behaviors such as 'asymmetry of information', 'adverse selection', 'Signaling.' This studies how differently behaves a corporation or a household if an incomplete information provided in a market compared to the case if complete information provided.
    • >Top Infosocionomics:
      There is another stream of study based on macroeconomics viewpoint, studying infomatization how it gives impacts on total economics and society. This viewpoint has arisen since 1960s, which is now called Information Economics, or study of Information Economy in OECD or US.
    • In addition to economics, sociology challenges to describe grand viewpoint such as 'Post Industrial Society', 'Softonomics', or 'Third Wave'. These wide-angle descriptions of civilization or future society give traditional economists an impression of big talk from the scope of economics.
    • Major concern in 1990s had been economic effect of investment by information system whether it contributes or not in terms of overall productivity. This viewpoint observes total economy macroscopically according to methodology of the above infosocionomics. On the other hand, it also respects analytical style of traditional economics such as theory of productivity or economic growth, or methodology of positive analysis. This means the above two flows have rapidly approached; a study of Information Economy has come into being in the central stage.

1. 情報化の経済分析:

  • (1) 二つの源流: 情報経済学と情報化社会論:

    • 情報経済学:
      主流派といわれている伝統的な経済分析の系統。ミクロ経済学では、「情報が完全情報でない場合には、市場の機能に色々と不都合が生まれおかしな振る舞いが出てくる。「情報の非対称性」「逆選択」「シグナリング」などの概念。企業や家計のもつ情報が完全でない場合に、完全市場とは違うどのような行動がみられるかを考察するもの。1960年代に源流がある。
    • 情報化社会論:
      もう一つの流れで、経済全体、社会全体を把握するような視点で、情報化の影響を考察するので、マクロ経済学的な見方になる。1960年代に生まれてきた考え方で、最近では、情報経済論、あるいは、OECDや米国では、情報経済の研究と言われる。
    • 経済学に加えて、社会学的な要素もかなり強くみられる。ポスト工業化社会やソフト化経済、あるいは第三の波とか、気宇壮大な視点ではある。経済学の範囲からすると、風呂敷を広げすぎた感があり、文明論的、未来論的な色彩も強い
    • 1990年代の関心の中心は、情報化投資の経済効果であった。それは情報化によって経済全体の生産性は果たして上昇しているのかという点にあった。つまり、経済全体をマクロ的で見るので、後者の「情報化社会論」の流れにもなるが、一方で、伝統的な経済学の分析スタイルを取り入れている点が特徴的。すなわち生産性や経済成長の理論、あるいは、実証分析の方法論というのが、伝統的な経済学の枠組みに則っているという意味で、情報化社会論と正統派の経済学が急接近した。 その結果、情報経済の研究という経済学の領域が表舞台に登場した。
  • >Top (2) Change of interests:

    • middle of 1980s:
      deregulation of telecom, C&C (Computer& Communication), and new media boom. In Japan NTT Public Corp. was privatized, and in US AT&T was divided. Rosy futurology swept over both countries.
    • latter half of 1980s:
      In US, skeptical mood to this rosy futurology has come out, raising controversial issue of Solow Paradox.
    • middle of 1990s:
      Internet boom, reevaluating rosy futurology.
    • 2000:
      Burst of IT bubble both in US and Japan, disillusioning IT revolution.
    • last two decades:
      Evaluation of IT has swigged like a roller coaster.

  • (2) 関心の変化:

    • 1980年代半ば:
      通信の自由化、C&Cやニューメディア・ブーム。日本では電電公社の民営化、米国ではAT&Tの分割。この頃まではバラ色の未来論が席巻
    • 1980年代後半:
      米国では、バラ色の見方に対して懐疑的なムード。1987年に"ソロー・パラドックス"が問題提起
    • 1990年代半ば:
      インターネットブームが起き、パラ色の未来論が再評価
    • 2000年:
      ITバブルが崩壊し、日米で同時不況に突入。あの革命騒ぎに対する幻想

  • >Top (3) Solow Paradox:

    • Robert M. Solow, Novel laureate economist of MIT, famous with economic growth theory, wrote in New York Times in 1987, commenting,"it is wrong to advocate post-industrialization, or service industry. Manufacture industry is still important for recovery of US. Important thing is how to accelerate investment in technology."
    • Solow also criticized," it it not always correct to consider investment in technology as cure-all medicine for increase of productivity." He wittily commented, "You can see the computer age everywhere these days, except in the productivity statistics," throwing cold water on cult of technology.
  • Statistical review for the comment of Solow:
    1. Labor productivity in 'Golden 1960s' (1960-73) showed 2.85% growth pa.
      • >Top Deepening of IT technology (information capital equipment ratio per unit labor) increased 0.21 pa.
      • Total Factor Productivity (TEP) increase 1.12% pa.
    2. Stagnated period in US economy (1973-95): showed labor productivity growth 1.49% pa, and TEP 0.34% pa.
      • However Deepening of IT technology in the same period accelerated 0.40%.
    3. Compared the above two periods, investment of IT resources increases, but the index of productivity slowed down. This typically stands for the 'Solow's productivity paradox.'
  • (3) ソロー・パラドックス:

    • ロバート・ソロー(経済成長論などで有名なノーベル賞経済学者)が、1987年のニューヨーク・タイムズの書評の中で、「脱工業化、サービス産業化を唱えるのは間違いで、米国の再生には製造業が重要だ。そのためには技術に対する投資を加速すること大切」と論じた
    • ソローは、技術への投資が生産性向上の万能薬であると考えることは必ずしも正しくない、と論評した。最新技術の象徴としてコンピューターを取り上げて、技術礼賛の論に冷水を浴びせた。
  • ソローの発したコメントの意味を整理すると、
    1. "Golden 60's" (1960-73) の労働生産性は、年平均伸び率が2.85%。
      • 情報通信技術の深化(単位労働あたりの情報資本装備率)では、年0.21%で増加
      • 全要素生産性:では、年1.12%
    2. 米国経済が停滞感を強めた期間(1973-95) の、労働生産性は、1.49%に、 全要素生産性は、0.34%に伸び率が落ちている。
      • ところがその時期に、情報通信技術の深化、つまり情報通信資本に対する資源の投入は、むしろ0.40%へと加速している。
    3. つまり、両期間の変化を見ると、情報通信資源にどんどん資源投入しているのに、生産性はどの指標で見ても鈍化している。これが「ソローの生産性パラドックス」を端的に示している。
  • >Top (4) Meaning of productivity:

  • Krugman clearly asserts, "Productivity isn't everything, but in the long run it's almost everything."
    • Around 1913: Japanese GDP per capita was low, which is fairly lower than Western Europe, and even lower than the world average. On the other hand, Argentina exceeded Western Europe in the data in the beginning of 20C. Republic of South Africa also exceeded Japan and above the world average.
    • But in 1998, Argentina, once had been higher than Western Europe, became half of W-Europe, meanwhile South Africa became lower than the world average. Surprisingly, the growth rate of GDP between this period, Argentina was a little higher than W-Europe. Even South Africa showed higher economic growth than US. This growth is due to the population growth.
    • Now Japan is declining in birthrate and worried about aging society. Thus productivity growth which does not depend on change of population matters. Japanese productivity growth attains 3.2% including a special factor since high growth period, but most of US and Europe shows about 2% productivity growth.
    • >Top By contrast, Argentina and South Africa fluctuates about 1% productivity growth. Thus, this delicate 1% gap between 1% vs. 2% results big difference in a period of 85 years. This is what Krugman means "almost all in long term."
  • (4) 生産性の意義:

  • 経済学で生産性が重要であることは「生産性がすべてではない。しかし、長期で見るとほとんどすべてだ」というクルーグマンの言葉に端的に表されている。
    • 1913年頃の日本の一人当たりGDPは、低い水準で、西欧に比べても相当低く、実は世界平均を下回っていた。一方、20世紀初頭のデータではアルゼンチンは、当時西欧を上回っていた。南アフリカ共和国も、当時は日本より高く、世界平均を上回っていた。
    • 1998年には、かつて西欧を上回っていたアルゼンチンは、西欧の半分の水準に、また南アフリカにいたっては、世界平均より低くなっている。驚くべきことに、その間のGDPの成長率を見ると、アルゼンチンと西欧は変わらないどころか、アルゼンチンの方がやや高い。南アフリカも、経済成長率でみると米国よりも高い。これは人口増加に支えられた成長である。
    • 日本でも少子高齢化で成長率が鈍化する問題が懸念されているが、人口動態に左右されない生産性の上昇率が重要になる。これを見ると、日本は高度成長期の特殊要因があって、3.2%だが、欧米は大体2%位の生産性の上昇率である。
    • これに対して、アルゼンチンとか南アフリカは1%位。2%と1%、この非常に微妙な1%程度の差が、85年という長期では、大きな開きになって出てきている。これが、クルーグマンが「長期では、ほとんどすべて」と述べたことの含意である。
  • >Top (5) Dissolution of the paradox:

  • US capital investment fluctuated in 1980s, but showed steadily increase in 1990s. Main contributor was information investment sharing 2/3 of the whole increase.
    • The above-mentioned paradox had not been observed, realizing improvement in productivity as well as deepening of information capital.
    • It was true from 1970s through early 1990s that productivity growth was dull, but after the middle of 1990s the effect became obvious owing to the continued information investment
    • There are various reasons to explain this; 1) time lag effect appeared with accumulated past investment, or 2) technical innovation by open environment due to dissemination of the Internet. And at least it became obvious that there was no more paradox.
    • Robert Solow answered wittily again the interview of New York Times in 2000, "We can now see computers in the productivity statistics." Thus it has become consensus that the paradox was dissolved.
  • (5) パラドックスの解消:

  • 米国の設備投資は、1980年代までは増減していたが、1990年代に入ると増勢が長期間続いた。情報化投資の寄与度は、増加の全体の2/3であった。
    • 情報資本の深化とともに生産性の向上が実現しているので、前述のようなパラドックスは見られなくなった。
    • 1970年代以降1990年代序盤までは、情報化をやっても生産性上昇率が鈍化していたのに、情報化投資が増勢を続けた1990年代の中盤以降からは、効果が確認されるようになった。
    • この理由としては、1) 過去から蓄積された効果も含めてタイムラグで効果が発現した、2) あるいは、1990年代にインターネットの普及などでネットワークのオープン化が進み情報技術の進化したことなど諸説あるが、少なくとも、事実として明確にパラドックスはなくなった。
    • ソロー自身も、書評から13年たった2000年のニューヨーク・タイムズのインタビューに、「今や生産性の統計でも、コンピューターを見ることが出来る」と答えている。これまた洒落た言い回しである。こうして、今では、パラドックスは解消された、というのがコンセンサスになっている。
  • >Top (6) New Economy Theory:

  • Change of concern about informatization is affected by the change of real economy, while conversely real economy is affected by the change of concern.
    • Rosy futurology:
      This has prevailed from 1960s until middle of 1980s. But actually informatization has proceeded since 1970s, but economic stagnation arose skepticism, causing a symbolic expression of 'Solow Paradox' in 1987.
    • Jobless Recovery:
      This continued until beginning of 1990s. Though economy entered recovery phase by IT investment, no increase of employment spread sense of stagnation. The expression of 'downsizing of America' prevailed to Japan afterwards with a feeling of bending slightly forwarded. This mood supported skepticism and was the fashion to research 'Solow Paradox.'
    • High growth without inflation:
      Healthy expansion was achieved from 1994-95 to around 1998. Usually high growth may cause inflation. But this period could accomplish high growth curbing inflation, meaning that improvement of productivity could enable to catch two hares concurrently. There appeared various results to dissolve 'Solow Paradox.'
    • New Economy Theory:
      Then, the argument focused on productivity began to expand a bit different discussion including 'New Economy Theory,' even dreaming 'eternal growth of US economy,' or 'cease of economic cycle, and continuous growth,' or 'endless raise of stock price,' etc. This could be a symptom of bubble economy.
    • Bubbly Real Economy:
      This time, real economy became bubbly, being upheaved by such as abrupt investment of optical fiber expecting excessive demand. Thus economic idea and thought was echoed by the real economy, while the real economy is influenced and amplified by the people's desire and actions.
  • (6) ニューエコノミー論:

  • 情報化に対する関心の変化は、実体経済の変化からの影響も受けて、その関心の変化が実体経済にも影響を与えた。
    • バラ色の未来論:
      これが 1960年代から1980年代の中盤くらいに広がった。実際には、1970年代以降、情報化は着実に進んでいたが、経済が停滞感を強めたため懐疑が生じ、それが、1987年のソロー・パラドックスに象徴された。
    • 雇用なき回復:
      これは1990年代序盤まで尾を引いたが、実際、情報化投資で景気は回復局面に入ったが、雇用は生まれないという閉塞感に覆われていた。"Downsizing of America"という表現は、その後の日本の状況に近い。皆うつむき加減の気持ちになっていた。この気持ちが懐疑論が裏付けられる形になり、ソロー・パラドックスの研究が注目された。
    • インフレーションなき高成長:
      特に1994-5年頃から1998年頃まで、健全な拡大を実現した。通常は、高い成長を目指そうとすれば、無理をしてインフレーションになるが、インフレーションを抑えながら高い成長も実現でき、二兎を追うことができたのは、やはり生産性が向上したからで、「ソロー・パラドックス」を解消する結果が次々と出されてきた。
    • ニュー・エコノミー論:
      そうすると、今度は、生産性に集中した議論だったものが、いつの間にか、少し毛色の違う概念まで含めたニュー・エコノミー論という議論が巻き起こった。米国経済の繁栄は永遠であるといったものや、景気循環が消滅してしまう、永遠に右肩上がりにいくだろうというようなもので、さらに株価は右肩上がりにどんどん良くなる」など、議論がかなりバブルの様相を呈してくるようになった。
    • バブル的な実体経済:
      今度は、過大な通信需要を見込んだ光ファイバー投資など、実体経済も同じようにバブルが形成されていく。経済の思想や考え方は、実体経済から出てくるし、実体経済は人々の思いや行動によって、影響され増幅される。
  • >Top (7) IT boom and its collapse:

  • Excessive expectation for high-tech companies in the stock market showed a part of bubble economy.
    • One indication is the comparison of stock trend of NASDAW and NY-Dow Jones. Stocks prices of NASDAQ had soared since latter half of 1998, dissociating that of NY Dow Jones.
    • Another index is 'expansion of current account deficit' which is a indicator close to real economy. Everyone believes rosy future, poring their income into more consumption. Such positive cycle continued and turned over as excessive consumption, deficit of deposit, and then current account deficit.
    • During Reagan administration in the middle of 1980s, twin deficit have expanded as much as exceeding more than 4% deficit of GDP.
    • In the early 1990s, the deficit has decreased due to economical setback. Then the deficit continued to maintain less than 2%, or 1% level according to the economic expansion after the middle of 1990s.
    • But the balance suddenly deteriorated from the latter of 1998 through 1999. This slump still continues even now, adding another different reason of deficit since 2001.
    • During 1980s, the federal fiscal deficit caused current account deficit (called twin deficit). But in 1990s Clinton administration promoted fiscal reconstruction as well as information investment, which was later called as rebirth of US; having achieved surplus of fiscal balance in the latter of 1990s.
    • Deficit of current account is caused by either private sector or household sector. In 1990s IS balance of corporations was not so serious, because active information investment supported by their growing profit. But after 1998, corporations continued investment though their earnings became sluggish.
      • Remarks:
        GNP = Y = C + I + G + EX - IM
        Y = C + T + S
        S - I = (G - T) + (EX - IM) ...*
      • Where, C=Consumption, I=Investment, G=Government, EX=Export, IM=Import; T=Tax, S=Saving
      • The above * equation is called "IS Balance."
    • Later on, IS balance of household degraded: personal pension fluctuated with stock price. As optimistic forecast accelerated consumption and housing investment more than saving amount; thus IS balance on cash base seriously deteriorated.
    • Deficit after 2001 by Bush administration had different reasons. Though IS balance of private sector improved because of the collapse of IT bubble and shrink of investment, financial deficit increased again, which caused deficit of current account. Regarding to household sector, lack of saving still continues.
  • (7) ITブームとその崩壊:

  • バブルの一端としては、ハイテク企業への過剰期待が株式市場に表れている。
    • 一つの指標として、ナスダックとニューヨーク・ダウの株価の動きの比較がある。ナスダックの株価は、1998年の後半頃からどんどん高騰し、ニューヨーク・ダウとは乖離していった。
    • 実体経済に密接な経済指標で見ると、それは経常赤字の拡大である。将来の先行きがバラ色なので、みんな憂いがなく、所得を消費に回すため、過剰消費=貯蓄不足=経常赤字が急拡大した。
    • 1980年代中盤のレーガン時代に、双子の赤字が拡大し、GDP比4%を超える大幅なマイナスとなった。
    • それが1990年代序盤には、景気が悪かったこともあって縮小し、1990年代中盤以降は景気が拡大を続け、経常収支の赤字幅はGDPの2%以下の1%台で推移していた。
    • それがつるべ落としに悪くなっのは、1998年の後半から1999年にかけての時期である。この傾向は今も続いているが、2001年以降は、同じ赤字でも1998年から2000年頃までとは中身が違うが。
    • 1980年代の時は、連邦財政の赤字が経常赤字を生んでいる(双子の赤字)。 1990年代に入ると、クリントン政権下で財政再建と情報化投資の両輪で米国は再生したと言われ、確かに財政収支は1990年代後半に黒字化した。
    • 経常赤字の原因は、民間の企業部門か家計部門である。企業のISバランスを見ると、1990年代に情報化投資を積極的に行って、収益も上がっているので、ISバランスで見ると、さほど深刻な赤字ではなかった。それが、1998年以降大きく赤字化している。収益がさほど増えていないのに、投資だけ増えるという動きがあったからである。
    • 間もなく、今度は家計のISバランスが大きく低下した。個人の年金も株価と連動していた。先行きが明るいので貯蓄以上に消費や住宅投資を行ったので、キャッシュベースのISバランスは大きく赤字化へと変化した。
    • 2001年以降のブッシュ政権下の赤字は、少し趣旨が違い、ITバブルが崩壊して企業部門は投資縮小期に入りISバランスを回復しているが、財政赤字は再び増え、それが経常赤字の原因になっている。また個人の部門については、依然として貯蓄不足の基調である。
  • >Top (8) Impact to Japan:

  • 1999-2000:
    • The impact of US IT boom affected Japan. From 1999 through 2000, IT revolution boom occurred in Japan. Statistics from 1999 through 2000 shows from 0.2% to 5.7% growth in total production, mainly due to double digit increase of IT related production.
    • Major cause is the increase of export. Furious IT investment in US caused increase of worldwide IT production. Japanese products tend to be roundabout export to US via SE Asian production base. In such case Japan is urged to make more intermediate materials and production equipment. Thus world demand driven by US demand causes more export, which multiplied more capital investment in Japan.
  • 2001:
    • However, in 2001, excessive investment in US enters into adjustment phase, resulting sluggish of Japanese export, decreasing IT production, then total production. Investment also became adjustment phase. Thus US and Japan suffered concurrent IT recession.
  • 2002:
    • Thereafter Japanese economic cycle enters into recovering phase in 2002, but the content is a bit different from the case of 1999-2000. Statistics says in 2002 the production recovered, particularly IT related production just like the former case.
    • However, It seems abnormal that export of IT has shown minus trend during this period. The recovery of IT production could not be stimulated by foreign demand. It should have been domestic demand, showing steady increase during this period.
    • Though the year 2001 shows dull growth, but in 2002 new three kinds of lucky products (Home electronics such as DVD recorder, digital camera, and thin-model TV) boosted household consumption, resulting recovery of the production and investment in Japan.
  • (8) 日本への影響:

  • 1999-2000:
    • この米国のブームの影響は、当然日本にも及んだ1999年から2000年にかけて日本は、IT革命ブームが起きた。生産関係の経済指標を見ると、1999年から2000年に全体の生産が0.2%増から5.7増へと高まっている。生産の内訳は、IT関連の生産が二桁の伸びとなっている。
    • そのきっかけは、輸出の増加だった。米国があれだけIT投資をやっているので、世界的にITの生産が引き起こされる。日本の場合、直接米国へ輸出するというよりも、東南アジアの生産基地を経由の迂回輸出も多いが、その場合、中間財や製造装置を日本でどんどん作る必要があるので、その関連の生産が国内で増える。つまり米国発の世界需要に導かれて輸出が伸び、輸出に牽引されて生産が増え、生産増加に伴って設備投資も増えていく、という波及経路が生まれた。
  • 2001:
    • ところが、2001年には、米国の過剰投資が調整局面に入る。その結果、日本の輸出は大幅に鈍化し、IT関連の生産も激減して、全体の生産が落ち込んでいった。やや遅れて投資も調整局面に入り、日米同時でIT不況に陥った。
  • 2002:
    • その後、2002年には日本の景気も回復局面に入るのが、その内容は、1999-2000年頃とはやや趣を異にしている。経済指標の表を見ると、2002年に生産が回復していて、内訳では前回と同じようにやはりIT関連が伸びている。
    • ところが、IT関連の輸出はこの間ずっとマイナスを続けている。ITに関しては、決して外需に刺激された輸出主導の生産回復ではなかった。外需でないとすれば内需ということになる。内需の項目で見ると、消費については、この間もずっと堅調だった。
    • さすがに、2001年は伸びが鈍化しているが、2002年には、新三種の神器であるDVDレコーダ、デジカメ、薄型テレビなど、いわゆるデジタル情報家電の需要、つまり、家計の消費が増え、それに連れて生産が回復し、投資も増えていったという構造である。
  • >Top (9) Boom in 2000 and recovery in 2002:

    • IT boom in Japan in 2000 was derived by capital investment of foreign demand (US).
    • By contrast, recovery from 2002 was derived by domestic demand.
    • demand_exportThere is a matrix of demands: the demand is from domestic or foreign (=export), and personal consumption or corporate investment.
    • Firstly, comparatively speaking, domestic demand tends to be autonomous economic recovery, independent of foreign business climate and exchange rate.
    • Secondly, demand lead by consumption differs in the scale of stability compared with demand lead by investment. Furthermore, there is a reckoning about revival of advantage of Japanese corporations in production of consumer goods.
    • Because, regarding to investment goods such as PC and Internet, the competitiveness could be secured by assembly of various parts. The term of IT hardly used used until Okinawa summit in 2000, which became commonly used, but after the collapse of IT bubble, it declined to be used. After that new terms in fashion are ubiquitous and various keywords related to home electronics. Concerns by the public have shifted a little.
  • (9) 2000年ブームと2002年回復:

    • 日本の 2000年のITブームは、外需 (米国)に牽引された設備投資主導型であった。
    • これに対し、2002年からの回復は、内需を中心にした消費主導型だといえる。
    • マトリックスで分けると、需要が国内か輸出か、それから、個人消費か企業投資かである。
    • 第一に、相対的だが、内需型というのは、自律的な景気拡大につながりやすく、外国の景気や為替の動きには影響されにくい。

    • The difference of consumption and investment can be logically explained as follows:
    • In view of stability, capital investment fluctuates sharply, while consumption seems much stable.
    • Actually, Japanese economy continues to be at a standstill since latter half of 2004. It looks contradicted such slow recovery even lead by consumption. Because a kind freak of investment added, that is, it is an ironical phenomenon that even it is initiated by consumption, after all, which may lead to another investment.

    • 現実には、2004年の後半ごろから日本の景気はやや足踏みの調整が起きている。何故、消費主導なのに安定が永続しないのかという点だが、矛盾するようだが投資のイタズラが加わってきたからである。「消費主導であっても結局は投資につながる」という皮肉な関係がある。
    • 仮に情報家電などで個人消費が増えていたとしても、需要が増加すると生産が拡大して設備の稼働率が上がり、さらに設備の能力不足が出てくる。そうするとどうしても設備投資をせざるを得なくなる。
    • ところが設備投資には、「投資の二面性」という性質があり、一方では需要を生み出し、もう一方では供給力にもなる。需要と供給というのは、コインの裏表の関係で、これが、一方では景気の上昇要因として期待されるが、もう一方では供給力を生み出すので、需給バランスの問題が生じて、景気をかく乱する要因につながる。

    • その次の年に、さらに10%需要が増えて、1210単位になるとすると、同じように製造装置を550単位から605単位に増やす必要があり、投資は50から55に10%増加する。
    • さて、次に、需要が多少良くなって15%増加して1392単位になった場合に、同じ計算をすると、実は投資は91単位必要になる。消費需要は15%増に過ぎないが、製造装置への投資需要は55単位から90単位へと65%増加する。

    • 官の領域だが、自治体や国の地方機関などの公的機関というのは、地域経済にプレゼンスが高い。プレゼンスが高いというのは、政策主体として存在感が強いということのみならず、経済主体としての存在感が大きい。地域で大きな需要を生んでいる。
    • ITをどう使うか、引き続きレガシーシステムを調達するのか、オープンシステムを調達するのかなどは地域産業の需要にもつながる。
  • >Top (5) Impact on user side:

    • Until 1990s the subject has been limited to corporations, particularly corporate investment. But since then the subject has expanded to household and government including consumption and government expenditure. Thus impact, effectiveness and mutual dependence have become thicker and enlarged.
    • Regarding to corporation, until now only big corporations are focused, but expansion to MSE and tiny companies are gaining momentum.
    • Medical and educational services could be positioned as intermediate business among corporation, household, and government. For example. health industry is institutional rather than business industry, in association with government policy and household expenses.
    • Educational service is also institutional rather industry. But business aspect is getting obvious, and more subjective initiatives as a service industry are required.
    • In short, productivity of corporation is major concern in 1990s, but from now we must consider not only logics of corporations but also those of consumers, government, and mutual relationship of these.
    • Objective merkmal:
      After all, informatization driven by investment means the final demand is investment such that investment generates another investment. The object of the final demand should be an objective merkmal showing how it contributes productivity of supply side of corporations, and government.
    • On the other hand, informatization driven by consumption means the final demand is consumption such mechanism that consumption generates anther consumption. In this case as the original starting point is consumption, it is not easy to clearly grasp motivation of such consumption. Therefore it is hard to establish objective merkmal to measure effectiveness of consumption.
    • Economists say it is the increase of individual utility. But the measurement of personal satisfaction is very difficult; corporations always feel difficulty in marketing how to grasp transient individual needs. Its macroscopic analysis is still in the dark.
  • (5) 利用側のインパクト:

    • 1990年代までの主体が、企業に限られていて、内容は投資だったという状況から、主体が家計や政府にまで拡がり、消費や政府支出に広がっていくことで、影響や効果、相互の関連性に相当厚みと広がりがみられる。
    • 企業についても、今までは大企業が中心だったが、中小企業や零細な個人企業への広がりも本格化。
    • 医療や教育は、企業と家計と行政の間に位置する事業。たとえば、医療業界は、産業というよりは、かなり制度的な存在で、行政との関わりや家計との関係も大きい。
    • 教育も産業というよりは制度的な存在だが、だんだん産業化が進み、主体も企業としての振る舞いを求められるようになった。
    • つまり、企業の生産性だけを分析すればよかった1990年代とは異なり、これから先、利用側のインパクトを分析していくには、企業の論理、消費者の論理、行政の論理が相互に関係しあうことを理解すべき。
    • 客観的メルクマール:
    • 結局、投資主導の情報化というのは、最終需要が投資なので、投資が投資を呼ぶ。最終需要の投資の目的というのは、企業組織とか、政府組織とか、サプライサイドの生産性が効果や影響を測定する客観的なメルクマールになる。
    • 一方、消費主導の情報化というのは最終需要が消費で、消費が投資を呼ぶというメカニズムが働く。もともとの出発点が消費だから、消費の目的とか動機が、なかなか明確には捕捉できない。そのため、効果をどう測定するかという客観的なメルクマールに苦労する。
    • 経済学では、個人の効用を高めるというが、個人の満足度というのは計測が非常に難しく、企業が一番苦労するのは、このマーケティングである。移ろいやすい個人のニーズをマクロ的に計測するとなると、今は暗中模索の段階。
  • >Top (6) IT bubble in US:

    • IT bubble in US could be understood as follows. Informatization in US in 1990s has promoted by user side objective, believing that more usage of IT could bring more corporate effectiveness and long-term growth through higher productivity. Corporate demand pushed more telecom demand in particular; the telecom industry expected endless overoptimistic demand of telecom, and invested optical fiber network and telecom building to respond excessive demand.
    • But majority of such plans become only plans which are not carried out. Optical fiber network was used only 3% of the total capacity as of 2003. Then it is improved gradually at the moment.
    • Consequently, telecom investment of this term increased 50% more than the former period. This caused excessive investment of telecom industry, and part of this raised bubbly foreign demand including Japan.
    • Initial object came from user side, but once it was proven effective, further optimistic expectation grew. This was the mechanism that optimistic demand generated such abnormal investment in telecom industry.
  • (6) 米国のITバブル:

    • 米国のITバブルを、この枠組みで見ると、1990年代の米国の情報化は、当初、利用サイドの目的で進められた。ITを使って企業が効率性を高め、生産性を上げて長期的な成長につながっていく、正に、企業の利活用が中心だった。どんどん使うから、通信需要もどんどん増えていき、通信産業が活況を呈する。そのうちに過大な見込みが生じ、際限なく通信需要が増えていくという楽観的見込みの結果、過大な需要を当てにした光ファイバー網が整備され、通信インフラを完備したテレコムビルが山ほど計画された。
    • しかしその多くは計画倒れで、光ファイバー網も、2003年当時で敷設された容量の3%位しか実際には使われていなかった。但し、今はまた盛り返してきている。
    • その結果、この時期の通信産業の投資額は、それ以前に比べて5割位増えた。これが通信関連の過剰投資につながり、バブルを生み出した。
    • 最初は、利用側の目的だったが、うまく効果がでたので、さらに利用が増えるという見込みになり、この見込みの需要に刺激されて通信産業の投資が急拡大したというメカニズムが働いた。

    • 現在、日本の研究グループが、一番集中して研究成果を出しているのが、1990年代のイナーシャが働くせいか、企業部門の生産性分析である。ちょっと周回遅れのような感じだが、今後は、消費者も視野に入れて社会学や心理学の応援を受けた研究もやるべし。
  • >Top (8) IT policy by Cabinet initiative:

  • (8-1) Critical feeling of delay and building of IT infrastructure:

    • In the middle of 1990s, "Headquarters for Promotion of Advanced Information and Communications Society" was established in a cabinet. In 1980s then MITI and MPT fought for turf. But it was symbolic that such unified organization was established in the cabinet though then cabinet was not so powerful.
    • Thereafter in 2000, "Information Technology Strategy Council" was established in the cabinet, preparing IT Basic Law in Japan. This law consists of three pillars of corporations, life of general public and administration, emphasizing importance of each division.
    • But security is not conscious at that time, unlike the present consciousness. During this period there has been social change corresponding to performance and result of the policy.
    • In 2001, "e-Japan Priority Policy Program" was submitted appealing a sense of crisis of delay of informatization in Japan, particularly IT infrastructure. But this resulted a big progress in broadband and mobile environment.
    • Around 2002-3, use of broadband and mobile has rapidly progressed. Regarding mobile communication, Japan has become one of front runners in mobile telephone and mobile email and could attain remarkable progress than expected. Mr. Son of Softbank breathed life into such market, and now considerably worldwide cheaper price and better IT infrastructure were realized.
  • (8) 内閣中心のIT政策:

  • (8-1) 遅れへの危機感と基盤整備:

    • 1990年代の半ばに高度情報通信社会推進本部が内閣に作られた。1980年代に通産省と郵政省が、縄張り争いをやっていたが、どちらの省庁でもなく内閣になった。内閣があまり強力ではなく、目立った成果はなかったが、内閣においたことに意味があったと位置づけている。
    • その後、2000年にはIT戦略会議が、内閣に出来て、IT基本法が生まれた。この基本法には、当時から企業、国民生活、行政と3つの柱が入っている。それぞれの部門の関わりが大事だという趣旨が指摘されている。
    • ただ、この時に意識が薄かったのはセキュリティである。現在ほどの関心で重視されてはいない。それが、その後の政策の実施と成果、それに呼応した社会の変化があった。
    • 2001年にe-JAPAN戦略が策定され重点計画が出されるが、この時は日本の情報化が相当遅れているという危機感があった。とにかく基盤整備に重点が置かれていた。この基盤整備が、結果的にブロードバンド化とモバイル化の面でうまく行った。
    • 2002-3年頃には、ブロードバンド化が急速に進み、モバイル化については、もともと日本は携帯電話や携帯メールが強かったという事情もあり、予想を上回る成果が出た。孫氏のようなユニークな起業家がいて、市場に新風を起こしたこともあり、今では、世界的にもかなり安い料金で環境のいいインフラを享受している。

In a sense the success of e-Japan strategy prevailing better IT infrastructure and broader usage has zoomed in the issue of security.
  • (8-2) 利活用とセキュリティ:

    • 政策としては、2003年のe-Japan戦略Ⅱで利活用を掲げる。旧来型の発想だったら、どんどん公共投資型の基盤整備で、需要を作ることに政策が向かっていたが、e-Japan戦略では、重点計画として利活用を重視した。つまりITは使ってナンボの発想が定着した。需要側の流れや効果でなく、利用側の流れで効果を意識することになった。さらにこれを加速化させるべく、今の重点分野には医療と教育や電子自治体も含まれている。
    • 最近では、セキュリティが重要になってきている。利用が広がってユビキタスになってきているからである。昔は、コンピューターの場所は限られていて、そこだけが耐震設計、空調、鍵など管理された特別な存在だった。
    • 今は、ブロードバンド化とモバイル化で、ユビキタスの環境が整ってきた。容量も拡大し、小さな端末や記憶装置の中にかなりの情報が入る。そのため、大量の情報が正確かつ容易に複製可能で、置き忘れ、紛失、盗難など、日常的なミスとつながるリスクが高まっている。e-Japan戦略の成功によるインフラ環境と利用主体の裾野の広がりが、セキュリティという新たな問題をクローズアップさせる一因にもなっている。

    • Finally, let's think about the impact on economic-social system. There is a reason why IT was noticed in relation to productivity of corporations in 1990s: The technology which has been only for information process began to be used as a communication tool, which results change of corporate organization such as reviewing merit of division of business and structure of competitiveness.
    • Corporate reform by IT should entail how consider merit and demerit of division of labor.

    • 情報技術の導入による企業改革は、分業する場合のメリットとデメリットをどう考えるか。
    • 分業は、業務を複数のステップに分けることによって、特化と比較優位のメカニズムを活かして生産性を上げるのだが、反面、業務を分けたために、その間にコミュニケーション、あるいは、コーディネーションが必要。
    • 分業には、特化や比較優位のメリットと、コミュニケーション・コストというデメリットのトレード・オフの関係がある。
    • 情報技術導入に伴う業務の見直しでも、この点を見極める必要がある。単なる情報処理マシーンであれば、コミュニケーションのところに影響を与えないので、従来の分業構造を残したまま、それぞれの効率性を上げればいい。
    • フラット化とか、分権化とか、あるいは、統合化とか、どの選択がもっとも良いかは、業務構造をしっかりと理解し、情報技術の影響を見極めて判断しないといけない。

  • (1-2) Effectiveness and Efficiency:

    • Effectiveness is one thing and efficiency is another. This is a story in 1990s, when Japanese corporation asked consultation from US consulting firm about informatization of manufacturing system. The firm concluded that there would be no need of such informatization.
    • The reason was there were too many business flows destined to uncleared receivers, which had been regarded as necessary but still continued as a routine job even then. if information systems had induced in the organization which would allow lots of ineffective works; the system would have processed ineffective jobs in very efficient manner. Furthermore it might cause to increase investment purchasing expensive software to process such useless jobs.
  • (1-2) 効果と効率:

    • よくあるのが、効果と効率の混同である。これは1990年代の話だが、ある米国系のコンサルタント会社に、日系大手製造業からシステム化の調査依頼が持ち込まれた。その結果、情報化の必要は無いという結論を出した。
    • 大企業の仕事の流れを見ると、社内で受け手が誰だか分からないような業務が大量にあったからだ。かつては必要だったかもしれないが、ルーティーン化しているため、惰性で続けている仕事が累積していた。
    • 効果を生まないような仕事が大量にあることを許す組織カルチャーのもとで情報システムを導入すると、効果のない仕事をさらに効率的に処理してしまう。しかも、見栄えのいい、立派な仕上がりにするために高級なソフトを導入したりして無駄な投資自体も膨張しかねない。
  • >Top (1-3) Affinity of economic system and IT:

    • There are typical different customs between US and Japan in corporate organization. Japanese corporations tend to stress sharing informal information through human communications, having inexplicit boundary among internal organizations often overlapped ones. Such process is complemented by regular rotation of human resources. Thus feeling of oneness among corporate staff and human network function as major internal communication media.
    • In contrast, US corporations tend to have clear job description defining each job and function. There are such modular structure as CPA's in financial division, lawyers in legal division, and specialized sales staff in business division. Formal communications are required among each module divisions, and various formats are defined to optimize such communications.
    • In 1980s Japanese style emphasizing human network has shown advantage, while US style disadvantage in sharing information.
    • But in 1990s the evaluation has totally changed. US corporations have overcome: making common formats and exchange of standardized information, which were easy to apply IT as a communication tool.
    • But in Japanese corporations there is official document called ringisho (circular format for approval in order), which lacks detailed information, and requires verbal communications regarding important issues. This style has been regarded in consensus building process peculiar to Japanese corporations. But it it obvious such ambiguity is difficult to be streamlined using IT.
    • This may affect barriers or boundaries of information sharing between corporations.
  • (1-3) 経済システムとITの親和性:

    • さて、企業組織の見直しだが、いわゆる日本型と米国型の特徴に分けたとき、日本型は対面による人的コミュニケーションでインフォーマルな情報を共有し、部門の組織境界も不明瞭で多少重なりあいながらやっていくことに特徴があるといわれていた。ローテーション人事によって、異なる部署の事情も良く分かるという、ある意味で、社内の人材の一体感があり、人的ネットワークがインフラとしてコミュニケーションを良く行っている構造である。
    • それに対して、米国型の場合はジョブ・ディスクリプションで各自の業務は明確に規定されている。財務部署にはCPAがいるし、法務には弁護士がいるし、営業には専門のセールス・スタッフがいる、という具合にモジュールができていて、部署や専門が異なる各モジュール間はフォーマルな情報のやり取りをしなくてはならない。そのため、メモのフォームなどもキチンと決まっているわけである。
    • 重要なのは、1980年代は、ヒトが情報インフラとなっている日本型が、情報共有や技術開発力に優れていて、そうでない米国型は、情報がうまく共有できなくて不都合があったという評価だった。
    • 1990年代に入ると、その評価が180度変わった。米国の弱みといわれていた情報共有部分については、それを克服すべく、共通のフォームで文章化、標準化して情報を受け渡す工夫がなされてきて、そこでコミュニケーション・ツールとしてのITが適用されやすかった。
    • ところが、日本の会社の場合は、フォーマルな稟議書にはあまり重要な情報は書かない。後々いろいろ不都合があったりするし、ITよりヒトが重要なので、大事な話しや情報は、直接対面で、打ち合わせたり説明したりして補う。それが、かつては、情報流通と共有で大変な強みだったが、そういう組織構造では、IT化しにくい。
    • これは、企業間の情報連携の問題になる。
  • >Top (1-4) Offshore outsourcing:

    • The above boundary issue can apply to borderless cooperation. In US offshore outsourcing is focused in 2003-04.
    • For example, if a user called on telephone requiring cancellation of Cable TV contract, the receiver could be an Indian operator who respond to it from remote office. The operator input postal code and get detailed map on the screen, then give the client proper instruction of returning the converter to the designated office with exact address.
    • This call center service is always available supported by an operator of the next door or in India as long as using wired terminal. Other examples of global division of labors such as software development and back office support are increasing in US.
    • While in some Japanese software companies, ordering side could not understand the details, desiring vendors to make such so and so products with ambiguous description. The vendor also tends to accept such order adding proper interpretation between the lines of specification ordered.
    • This commercial practice requires frequent face-to-face consultation to confirm details of the order, which necessitate nearby software company to the client.
  • (1-4) オフショア・アウトソーシング:

    • 今の境界の話を、一つの国だと考えると、国境を越えたところとの連携の話になる。2003-4年にかけてオフショア・アウトソーシングが米国で注目されるようになった。
    • たとえば、CATVを解約しますと電話をしたら、電話を取った先のオペレーターは実はインドの人だった、ということがありうる。相手のオペレーターは、PCの画面で米国の地図を見ながら郵便番号を入れると、画面に詳細な住宅地図が現れて、それではあなたは、この住所のこの事務所にコンバータを返却してください」と指示することができる。
    • 隣の部屋にいようとインドにいようと、ネットワーク化された情報端末がある限り、同じように仕事ができることになる。ソフトウェア開発や、バックオフィス業務など、今ではそういう国際分業がなされている例が米国では増加している。
    • 一方、日本のソフトウェア企業の業務では、発注する側が詳細を良く理解しないようで、とにかく、こんなものを作ってくださいというような、ぼんやりした発注になっている。これを受けて作業を進めて行く過程で、ちょっと違うので、ここはこう見直してということになり、仕様書の行間を読むというか、埋めていくプロセスが必要となる。
    • このような行間を埋め合わせるようなすり合わせは、頻繁に対面で打ち合わせしながらとなるので、近くにソフトウェア会社の人がいて、打ち合わせをするやり方が望ましいことになる
  • >Top (1-5) Global specialization of services:

    • Such offshore outsourcing becomes global specialization . This has been common in electronics industry, but mainly in production of commodities.
    • In manufacturing, it is possible to separate in spaces of input (=production activity) and output (=sales activity), which enabled any production site as long as logistics of the product is supported.
    • However, in services, it almost difficult to separate the space of input and output. For example, in education service, the audience purchases the service on site. In medical service, doctor furnish service at the hospital, and the patient buy the medical service on site as well.
    • Thus, the case of services shares same space of production and sales activities, and until now it has been regarded difficult to separate such activities. But recent technology enabled remote services without difficulty using large fine display, etc.
    • There was a symbolic case of necessity of actual attendance of a pharmacist on the sales site. The present Medicine Act states compulsory face-to-face attendance of pharmacist in sales site. But there emerged a request of online support by a remote pharmacist should be approved. Now precise picture is getting feasible from technical and economical point of view.
    • This means global specialization started from offshore outsourcing of manufacturing has now expanded to services industry.
    • The wave of global competition is prevailing to the areas which had been impossible due to technical and economical reasons. Of course, there are several institutional problems to apply to more services, but it is sure to arise controversial issues. Such offshore outsourcing is getting to a cross-point of informatization and globalization.
  • (1-5) サービスのグローバル化:

    • オフショア・アウトソーシングは、国境を越えた分業で、これはエレクトロニクス産業では、随分前からやっているおり、これまでは製造業の国際分業だった。
    • 製造業の場合は、インプット(生産活動)とアウトプット(販売活動)とを空間的に切り離せるので、製品がどこで生産されようと、ロジスティクスさえあれば販売市場はどこでもよい。
    • ところが、サービス生産の場合は、インプットとアウトプットが一体なので、空間的に切り離しが難しい。教育サービスでは、聴衆は、サービスをその場で購入している。医者が治療をする場合も、医者は、病院で医療サービスを行っており、同時に、患者からみるとそこで医療サービスを購入している。
    • このように、財とは異なりサービスの場合は、生産活動と販売活動は同じ空間をシェアしており、そこを空間的に分断するのは難しかった。ところが、情報通信技術が発達し、今日では可能となった。
    • 象徴的な事例が、薬屋での薬剤師の画面対応の問題である。薬事法では、薬剤師が対面で対応しなくてならないが、薬剤師は店舗にいなくても、別の場所から双方向会話のできる画面上で対話してもいいのではという話になった。昔は、鮮明な画像を送るほどのネットワークは、コストが非常に高かったが、今は技術的、経済的には可能になった。
    • その意味では、オフショア・アウトソーシングは、製造業では昔からあった国際分業が、サービス業にまで領域が広がった。
    • かつて出来なかったようなことが、技術的、経済的には出来るようになると、国際競争に晒されていなかったこの領域にも、グローバル化の波が及んでくる。もちろん制度上はさまざまな問題があって、直ちに総てが可能ということではないが、今後は制度上の問題も議論の対象になってくる。オフショア・アウトソーシングは、正に、情報化とグローバル化の交差点といえる。
  • >Top (2) e-Government and Administrative reforms:

    • Since e-Japan program, local IT vendors expected special increase of related business, but actually majority of business was ordered to metropolitan major vendors, and there seems not so much spillover effects to local vendors.
    • In case of Kyushu, for example, because the system to be ordered was black boxed, the order side could not understand the details of the system. Then they ordered it to a major vender as a turnkey basis to avoid risk.
    • But now different tends are observed; municipal government considers various measures to leave some merit for local companies involved as much as possible, with hiring their own IT expert from private sector as an assistant to the governor.
    • There are various challenges called such as Nagasaki-way, Saga-way, and Fukuoka-way aiming to be a trigger of administrative reform. In some municipal governments one of key persons functions as a super-SE, dividing the system into small module which could be handled by local small companies. There is still unknown factors remained that such challenges could lead to improvement of developing capacity of local software houses, but it is sure to be a new challenge.
    • Another municipal government tries to make joint venture between major vendor and local developer, considering spill over effects of know-how to the local companies involved.
    • Furthermore, there is another trial of horizontal cooperation with other municipal government in making rules of system installation into open and module architecture.
  • (2) 電子政府と行政改革:

    • e-Japan以来、地元のIT関係の業者が潤うのではないかとの期待があったが、現実には、大半は首都圏の大手ベンダーへの丸投げ状態で、地元への波及効果は実は少なかった。
    • 九州の一部の事例では、なぜ地元への経済効果が小さかったかはシステムがブラックボックス化して、発注する自治体側が良くわかっていないこともあり、全部丸抱えでやれる大手ベンダーへという事情が強く働いた。
    • ただ、それが今は変化の機運が生まれていて、地元の関連企業にもメリットがでるような仕組みを色々工夫をし始めている。IT関係の民間からの人材を自治体が受け入れる余地も出てきている。
    • 長崎方式、佐賀方式、福岡方式、と色々な方式が生まれているが、組織改革の起爆剤にもなりつつある。ある自治体では、自治体の幹部職員がスーパーSEとして腕を奮い、システムをモジュールに小分けして地元の中小ベンダーでも対応できるようにするなどの工夫が見られる。それが、本当に地元のソフトウェア産業の開発能力の向上につながるのかは、ひとつの新しい試みといえる。
    • 別の自治体では、首都圏の大手ベンダーと地元開発企業とのJ/V方式で、大手のノウハウが地元にスピル・オーバーするような仕組みをとっているところもある。
    • さらに、他の自治体と連携してシステム構築のルールのオープン化し、モジュール化して、効果をあげようという試みもみられる。
  • >Top (3) Ubiquitous and change of daily life:

  • >Top difference between human and goods.
    • This is a rather weak point of economists who could not well explain informatization of life such as e-Life or IT utilization at home. Collaboration with sociologists, business persons of consumer goods, psychologists would be needed.
    • Until now in IT sphere, there has been an image of entering into virtual space. But from now on, more real goods or services are networked in ubiquitous age, which is no more virtual world but wired real world.
    • For example, automatic on and off of electric light when a person enters into a room or his or her favorite music starts to play recognizing particular person who entered the room. Such services may sound too much, but information network tends to cover real world services rather than adventures in virtual world.
    • The keyword of ubiquitous is anytime, anywhere, anyone, and anything. But I think there is a big difference between anyone and anything. This is a difference between human and thing; human should be a subject, while thing be an object. Therefore, if traceable ID is attached to each one thing it has obvious merit and could get consensus to control things by such ID. But humans dislike to be controlled. This is a decisive difference.
    • Furthermore, things could be objects of ownership, transacted and treated by Laws of Reality (jus in rem), while humans should never be objects of ownership unless slavery and should be Laws of Obligations. Legal treatment is fundamentally different between human and things.
    • Thus difference of social nature affects how to apply identification attaching ID to humans and things; engineers must inscribe this difference.
    • Considering application used at household such difference becomes important: for example, Benetton tried to attach RFID to their goods for inventory management and customer management. But once the plan was revealed, customers strongly opposed it because they rejected to be traced consumers behavior and indefinitely traced thereafter; thus the plan was abandoned.
    • There is a controversy arising uncertainty about matching, tracking, and monitoring behavior. On the other hand consumers want to now traceablilty of certificate of origin of a product, such as whether it is really domestic product or not.
    • Physical features of ID could be different between applying to human and things. In case of things smaller ID could be better, but in case of human smaller ID has adverse effect; making it difficult to recognize them. Unknown attachment of ID would cause unexpected big troubles.
    • Applications to daily life in ubiquitous age contain such various problems, which should be studied including sociologists, jurists, psychologists, etc. So, we re-recognize that we are in the age of Infosocionomics.
  • (3) ユビキタスと日常生活の変化:

  • ヒトとモノの違い
    • これは、経済学者が一番弱いが、生活の情報化についてである。eライフ構想とか家庭のIT化はまだ良く分からない。社会学とか、コンシューマ・ビジネスの企業人とか、心理学者とかとの協業が必要。
    • 今までITの世界というのは、個人にとってはバーチャルな空間に入っていくイメージだったが、これからのユビキタス時代は、現実空間に実態のあるモノがネットワーク化されていくので、バーチャルな世界ではなく、リアルな世界がネットワーク化される。
    • 部屋に入ってきたら電気がつくだけでなく、個人を認識して好きな音楽が流れるようになっている。情報ネットワークはバーチャル空間という虚のイメージだったものが、リアルな空間という実態の世界にもう一度戻ってくる領域がある。
    • いつでも、何処でも、誰でも、何でもといわれているユビキタスでは、この中で誰でも何でもの違いはかなり重要だろう。ヒトとモノの違いだが、ヒトは意思決定の主体であるのに対して、モノは意思決定の客体である。したがって、それぞれに個体識別のIDが付与された場合、モノは管理されきちんとコントロールすることで、社会的にメリットが生まれ、コンセンサスも得られやすい。しかし、ヒトは基本的に管理されるのを嫌がる。
    • さらに、モノは所有権の対象で、売買されるし、物権の概念が働くが、人間同士は、所有権の対象にならず、債権の概念で対応しなければならない。したがって、法的なルールを作っていく時には、当然ヒトとモノの扱いは異なる。
    • ヒトとモノの社会性が違うということは、個体識別のIDを付与して、ネットワーク化する場合に、社会的な影響とか効果が違ってくるので、技術者はその点を銘記すべし。
    • 家計部門を考えていくときには、この点がとても重要。ベネトンが商品の在庫管理のために品物にRFID付与し、それを顧客管理にまで使おうとしたが、その計画がわかった途端に、顧客から反発を買った。自分の消費履歴を全部とられてしまって、その後もトラッキングされ続けるは嫌だという消費者の反応に圧倒され、計画は頓挫した。
    • 本当にマッチングされて、トラッキングされていないか、行動がモニターされていないかという懸念はある。その一方で、消費者は、これは国産と書いてあるが、本当に国産かどうかをトレースしたいというニーズはある。
    • 個体識別IDの物的特性についても、同様にヒトとモノとでは求められるものが違う。モノであれば、小さくすればするほど良いが、人間が持つ場合には、小さくなるとむしろ困る。知らない間にIDがつけられていたとなると大問題になる。
    • 日常生活の面からユビキタスを考える場合には、諸々の問題を、社会学者、法学者、心理学者も含めて検討すべし。再び情報化社会論の時代なのかもしれない。
